However, a climbing youth unemployment rate has become a chronic and structural issue.

That is a total of 83,000 people disengaged.

 

Why is this happening?

 
 
 

For many immigrant, low-income and marginalized populations, these barriers are even more difficult to overcome. 

 

 
 

Current State:

  • Classroom-based, theory-oriented learning.

  • Fragmented, short-term support services.

  • Lack of flexible, character-based financing.
